The current national service contract between the Ministry of Enterprise and Made in Italy and RAI – Radiotelevisione Italiana S.p.A. (hereinafter the RAI service contract), with regard to the areas of the national territory not reached by digital terrestrial television following the implementation of the National Frequency Allocation Plan, provides in Article 19 that RAI is to supply a smart card for the satellite platform to users entitled to request one. The Service Agreement also stipulates that the Ministry of Enterprise and Made in Italy, hereafter MIMIT, shall designate a third-party certifying body to verify the citizen’s ownership of the request. Ownership is verified by checking that the citizen’s request is made for a home that is in an area not covered by digital terrestrial television.
On 23 November 2021, MIMIT indicated to RAI the Fondazione Ugo Bordoni as a competent third-party body that could perform the role of certifier.
The project involves two activities:
- implementation of the RAI customer request evaluation service;
- maintenance of the service, ensuring its availability, system support and necessary hardware and software updates.
