Scientific Directorate
Since 2018, he has served as Head of the Scientific Directorate of the Fondazione Ugo Bordoni, of which he has been the Director of Research since 2003.
In that role, he has coordinated the Fondazione’s scientific and applicative studies in the areas of electronic communications, information technology, electronics, public services networks, broadcasting, audiovisual and multimedia services.
He is Chairman of the consortium Elettra 2000, formed by the University of Bologna, Fondazione Guglielmo Marconi and Fondazione Ugo Bordoni, which studies the impact on health of electromagnetic fields.
After taking part in similar experiences with other frequency bands, he oversaw the tendering procedures and acted as auctioneer in the sale of frequencies for 5G mobile systems, in accordance with the 2018 Stability Law.
He also supervised the Fondazione Bordoni’s work on the transition to digital terrestrial TV and, from 2004 to 2006, he acted as a counsellor to DGTVi, as well as serving as its Secretary General.
He coordinated the works to define National Models for the verification of the coverage of both cellular and television systems, and held numerous positions of institutional responsibility in government ministries and authorities.
He contributed to the development of the GSM and UMTS standards, coordinating research and analysis within the context of European initiatives dedicated to the evolution of cellular systems.
In 1980, he started his research work on optimizing the use of the radio spectrum and mobile systems at the Fondazione Bordoni in Pontecchio Marconi, in collaboration with the University of Bologna.
He is the author of more than 150 international scientific works.
He was born on 28 August 1955 in Naples, where he graduated in Electronic Engineering in March 1980.
